Corrupt [kuh-ruhpt] - adj. - guilty of dishonest practices, as bribery; lacking integrity; crooked / debased in character; depraved; perverted; wicked; evil Known throughout the area by the locals as "the Den's largest gang," the Hathian Police Department (HPD) is the true embodiment of the word corrupt. Feared for their brutal tactics, convoluted sense of justice, and unorthodox practices - the men and women of this department "own" the streets. On one side of the coin, it's the few born with an incorruptible sense of honor and duty that gets just enough policing done to make it too much work for any sort of Federal Investigation. On the other much more prevalent and controlling side it's the dark souled brothers and sisters of the badge who through controlled chaos and ruthless tactics keep the rival gangs at bay just enough to prevent the city from falling into complete hell, all while keeping their pockets lined. The HPD Officer Handbook is written in an OOC format, but contains vital IC information needed for role-play on a daily basis. It is in no way meant to be a comprehensive how to manual, but more a guideline to help you along, although there will be a few basic rules to adhere to. If you have questions, refer to your supervising officer (look at the chain of command link) or leave a message for a member of the HPD command staff. Above all else, remember to enjoy your time as a member of the HPD in your role-play. ----------------------------------------------------------------------------------------------------------------------- [ Guidelines ] 1. Appearance - The HPD Uniform is provided at no charge (accessible in the locker room) for it's members. Alterations may be accepted but are not guaranteed and will be handled on an In-Character case by case situation if not accepted. We ask that players keep in mind grooming requirements of their local law enforcement as a guide - again - deviation would be handled In-Character on a case by case situation. 2. Weapons - Rookies are issued Tasers and ASP batons/nightsticks upon hiring. After successful completion of their rookie phase and 30 days as Officer I, they may apply for a firearm. Armed Officers once approved are issued a standard issue M9 Beretta, which has ballistics on file. Deviation from this should be approved In-Character and notated in your CD pick. Assault rifles, grenades (of any kind), and fires must be approved by CD admins prior to use. 3. Groups - All officers must be members of the following groups: CD Citizens, CD Municipal Network, Crack Den Role-play and CD Police Department. Please ask for an invite to the Municipal Group if needed. 4. Incident Reports / Arrest Reports - All reports are due into the system prior to logging from your scene. They do not need to be extremely detailed, but poor reports will be handled IC'ly and there should be enough information in them to follow-up if necessary. Reports should never be more than 24 hours past the incident/arrest time. Filing duplicate reports without need is considered "gaming" the system and will be handled as such. 5. Vehicles - The HPD utilizes both the Pro Street Dominator and Pro Street Ballistic as its official patrol vehicles. To use a vehicle, the officer must have a vehicle permit and have purchased one of the official vehicles. Decals are provided and may not have their overall appearance changed (modifying to add a unit number or K9 is ok). There are a limited number of Ballistic vehicles permitted (to avoid the entire department having suvs) so please ask before purchasing this vehicle strictly for CD usage. 6. Arresting HPD Officers - You may not arrest an officer who is a higher rank than you without a warrant approved by a higher ranking officer than the suspect. For example - A rookie cannot arrest a Sergeant unless the warrant is approved by a Staff Sergeant or higher. An Officer II may arrest an Officer I or Rookie but may not arrest an Officer III without a warrant from a Corporal or higher. 7. Special Divisions - Many people ask about detectives or specialty squads within the HPD such as S.W.A.T, K9, CSI, civilian roles etc. These divisions do exist, however you may find they rotate between being active or not (depending on interest and activity). While you will almost always see an investigations unit of some sort active, we are only a good idea away from the next great division.
