Columtreal University Police Department

Official Guide

Columtreal University Police Department Last Revised: 06/26/2023 ➤Overview The Columtreal University Police Department is a full-service law enforcement agency and exists to provide an additional layer of security and law enforcement to the Columtreal University campus, and community. The CUPD is responsible for safety and security both on the main campus, all CU owned properties, and the immediate area around CU. ➤Employment  
  • Working for CUPD
Working for the Columtreal University Police Department does not allow for employment with any other law enforcement agency within Hathian Parish or Laveau Parish. These agencies are as follows:
  • Hathian Police Department
  • Laveau Parish Sheriff’s Office (BW Sheriff’s)
  • Laveau Parish Prison (BW Prison)
OOC Note: Members of the CUPD may not be part of a criminal faction during their time in CUPD. Employment with the CUPD requires no active criminal record within [90] days of joining the group. Any member found in violation of either of these is subject to immediate group removal.  
  • Activity Requirements 
All CUPD personnel are required to maintain appropriate activity to remain on the department roster. Any member who is inactive for a period of 30+ days will be pruned from the roster, and will be required to re-join to gain access to their police functions again (i.e. report filing, etc.)  
  • Non-Sworn Positions
The CUPD offers a variety of non-law enforcement support positions. Civilian employees may range from CU students looking for work opportunities/experience, to regular civilians seeking employment with the university. Civilian positions range from clerical, dispatch, and other administrative service positions. Civilian employees have no police authority.  
  • Discipline & Internal Investigations
All CUPD personnel are subject to progressive discipline for their actions and conduct. Depending on the severity of the infraction, progressive discipline may be forgotten and elevated as appropriate. The typical disciplinary progression is outlined below:
  • Verbal Warning/Coaching (Corporal +)
  • Write Up (Sergeant +)
  • Temporary Suspension - no more than 48 hours (Sergeant +)
  • Long Term Suspension (Lieutenant +)
  • Termination (Lieutenant +)
OOC Note: Formal discipline is not a common practice. Suspensions and above should be restricted to meaningful or severe events, or severe insubordination/inability to conform. Supervisors are encouraged to think outside the box for issuing discipline to subordinates.   
  • Internal Investigations
At no time is it permissible for a CUPD officer to investigate the actions of another officer, nor may a CUPD officer affect an arrest of another officer, this requires explicit approval from a lieutenant or the captain. All internal investigations are also conducted by the administration of the department.  
  • Promotions
Advancement within the department is at the discretion of the chain of command. Promotions are considered based off the following:
  • Activity and time spent on duty
  • Conduct, behavior, and suitability 
  • Disciplinary record 
  • Recommendations from supervisors 
  • Need for the rank to be filled
  • OOC attitude (specifically for sergeant and above)
➤Ranks Grade I: Cadet [Rookie]
  • New officers who have recently been hired by campus police
  • Responsible for participating in field training, working with experience officers, and getting their face known around campus
  • May patrol by themselves, file reports, and make arrests
  • Typically promoted within their first two weeks, depending on activity and engagement
  • May not carry a firearm on duty
Grade II: Police Officer
  • Full officers within the CUPD
  • Responsible for engaging in patrol duties, responding to calls for service, and interacting with campus staff, students, and visitors
  • Responsible for welcoming and integrating new cadets into the department
  • Responsible for the safety and security across all CU properties
  • May carry a firearm on duty (ONLY if Armed CUPD Officer)
Grade III: Senior Officer
  • Veteran police officers with the CUPD
  • Responsible for taking lead for field training new cadets
  • Responsible for setting the example for all CUPD officers
  • Responsible for participating in department wide training and assisting trainers in engaging both officers and cadets
Grade III-A: Detective
  • Equivalent to senior officers
  • Responsible for the investigation of all criminal complaints that take place on CU property
  • Responsible for coordinating with and interviewing witnesses, victims, and suspects
  • Responsible for coordinating with the Hathian Police Department and their detectives on cases that go beyond Columtreal University
Grade IV: Sergeant
  • Considered to be the watch commander for all shifts they are present on 
  • Responsible division level supervision, sergeants are assigned to both patrol and investigations
  • Responsible for performing quality assessments, performance reviews, and creation of advanced training opportunities
  • Responsible for coordinating efforts with outside agencies when appropriate
Grade V: Lieutenant 
  • Division commanders in the CUPD and administrative officers
  • Responsible for supervising and leading their respective divisions, a lieutenant is assigned to both patrol and investigations.
Grade VI: Captain
  • Group Lead
➤Uniform & Equipment CUPD members are responsible for purchasing the listed uniform. All on-duty CUPD officers are required to be in uniform, at all times. Exceptions to this are for those assigned to investigations (detectives) or lieutenants and above, they may choose to wear appropriate business casual/casual attire (i.e. polo's, cargo pants, etc.)

Uniform

The following uniform is required for use: Outside of the uniform, all other equipment can be customized, duty belts, alternate boots, etc. Wazzer PD Uniforms* The Wazzer PD Uniforms are currently only available at the in-world store location; however, they are now authorized for use. Please see the following instructions and links to example pictures:
  • Navy/Dark Blue
  • Silver Metal with PD collar (lieutenants and above may use appropriate bars)
  • CUPD Badge is provided - Badge must be worn above the left breast pocket in uniform
  • Black Duty Boots

Standard Equipment

While on duty, a standard loadout for deputies is:
  • Radio
  • Handcuffs
  • Baton 
  • Pepper Spray
  • Notebook 
  • Flashlight
  • Duty Knife
  • Taser
Vehicles All CUPD vehicles must be in compliance with the police cruiser/SUV requirements. A CUPD specific livery will be provided when available.   ➤Investigations CUPD Officers are encouraged to conduct their own routine investigations as they occur on campus. Cases will be assigned to detectives as they become available, for cases that involve crimes that also take place off campus, CUPD officers are encouraged to notify and coordinate with the HPD or appropriate agency. ➤Arrests/Citations Arrests on CU property should be a last resort, especially when dealing with the student population. Maintaining the college atmosphere and integrity of that atmosphere is a top priority, alternate disciplinary measures should be explored when at all possible. Officers are encouraged to collaborate on creative disciplinary measures, however serious criminal acts or infractions may warrant the need for arrest (or citation). When processing arrests, or temporarily detaining subjects, there is a small holding cell located at the CUPD. For major crimes that carry an extended jail time, coordinate with the HPD for transport to their detention center. Coordination with the Laveau Parish Prison may also be done for extended sentences, transport may be provided. ➤Jurisdiction  CUPD officers have jurisdiction across any and all Columtreal University campus or owned property. Additionally, CUPD officers may enforce law, and respond to calls for service within the community that is in the immediate area of the university (i.e. the Black Bottom sim). There may be times when an officer is required to engage in law enforcement action off campus or the immediate area around campus. These situations are restricted to the following:
  • Hot pursuit - if a CUPD officer is pursuing a fleeing subject and they  continue to flee off property, a CUPD officer may continue to pursue them for the purpose of making an arrest. However, when reasonably safe to do so, CUPD officers must notify the appropriate jurisdiction (HPD) and a supervisor (if available)
  • Criminal Investigation - CUPD officers who are conducting criminal investigations and following up on cases may be required to conduct field interviews or make arrests off property
  • Requested by a partner agency (HPD) - in instances where a serious critical incident takes place in a neighboring jurisdiction and CUPD is requested to assist
  • Special Events - CUPD officers may participate in providing a law enforcement presence/security at special public events, typically in conjunction with the HPD. Special events may also include law enforcement funerals, or cross department training
If there is any doubt or question regarding operating outside the primary jurisdiction of the CUPD, speak with a supervisor. ➤Corruption Much like their counterparts in the Hathian Police Department, the CUPD is known to enforce the rules, policies, and laws as they see fit. However, to provide for the college atmosphere, corruption should stray away from the overt public brutality that exists in the greater CD areas, including the typical (and expected) level of brutality exhibited by the HPD when on duty. With that being said, officers who wish to engage in acts of public brutality, or other severe acts are welcome to do so. However, if too much attention is garnered by campus officials, there may be 'consequences' enacted. However, acts of extortion, bribery, planting evidence, sexual assault, etc. are welcomed and encouraged.
