Columtreal University Police Department

Official Guide

Last Revised: 01/15/2023 ➤Overview The campus police department exists to provide an additional layer of security and law enforcement to the Columtreal University campus, and community. The CUPD is responsible for safety and security both on the main campus, all CU owned properties, and the immediate area around CU. Campus police exists as an extension of the Hathian Police Department and ultimately falls under the extended umbrella of HPD regulation and oversight. The campus police department is overseen by a department administrator, this administrator holds the rank of lieutenant. ➤Employment The CUPD is a diverse agency that is composed of both sworn and non-sworn officers.  
  • Sworn CUPD Officer
 
      • Sworn Officers are those who are certified peace officers/police officers through the Hathian Police Department
      • Sworn Officers may hold dual positions in both the HPD and CUPD
      • Sworn Officers may enforce all sections of the Hathian Penal Code when on duty with the CUPD, may issue citations, affect arrests, and may be armed when on duty (if authorized to be armed as an HPD Armed Officer)
      • May respond to calls for service both on CU property and off property (community around campus)
 
  • Non-Sworn CUPD Officer
 
    • Officers who are not sworn/certified officers with dual employment through the Hathian Police Department
    • Enforcement power is restricted to the CU campus and all CU owned properties, may only enforce rules, regulations, and can keep the peace on campus
    • Will be required to request a sworn CUPD officer or HPD officer to handle situations requiring arrests, citations, or an official police action
    • May conduct random searches of students and faculty, search CU property locations for contraband, take security reports
    • May NOT be armed when on duty
➤Uniform & Equipment CUPD members are responsible for purchasing the listed uniform. Existing HPD members who join the CUPD may use the standard issue HPD gear, a campus police arm patch and badge will be provided for use when on duty. All on-duty CUPD officers are required to be in uniform, at all times. Exemptions granted to the department administration and those authorized for case-by-case basis needs.

Uniform

The following uniform is required for use: Outside of the uniform, all other equipment can be customized, duty belts, alternate boots, etc.

Standard Equipment

While on duty, a standard loadout for deputies is:
  • Radio
  • Handcuffs
  • Baton 
  • Pepper Spray
  • Notebook 
  • Flashlight
  • Duty Knife
  • Taser
Vehicles At this time, campus police are restricted from operating vehicles on duty, with the exception of sworn officers (with a vehicle permit) may operate their HPD cruiser. ➤Ranks & Promotions

Ranks

 
  • Grade I: Cadet
 
      • New officers who have recently been hired by campus police
      • Exemption may be granted for non-rookie HPD officers who are seeking to work as a sworn officer
      • Responsible for participating in field training, working with experienced officers, and getting their face out around campus
    • Grade II: Officer (Sworn/Non)
      • Full officers with the CUPD
      • Responsible for engaging in patrol duties, responding to calls for service, interacting with staff, students, and visitors
      • Responsible for welcome and integrating new cadets into the department 
 
  • Grade III: Supervisor (Sergeant)
 
      • Sergeants are considered to be the primary day to day supervisors
      • Sergeants will assist in carrying out and executing department policies and orders
      • Sergeants will assist with field training when available, as well as recommend promotions when appropriate
      • Sergeants will work with the lieutenant to recommend department improvements, new initiatives, or other activities
 
  • Grade IV: Department Administrator (Lieutenant)
 
    • CUPD Administrator 
    • Responsible for coordinating and directing the department, as well as working with CU administration, officials, and community partners (HPD, HGH, etc.)
    • OOC/IC Lead
Note on rank: Members who hold both HPD and CUPD positions do not have rank equivalency. A sworn CUPD Sergeant has no supervisory authority over on duty HPD officers, nor does that equate to their rank corresponding across departments.

Promotions

Advancement within the department is at the discretion of the chain of command. Promotions are considered based off some of the following:
  • Activity and time spent on duty.
  • Conduct, behavior, and suitability for promotion.
  • Recommendations.
  • Need (most important factor).
Those interested in promotion are always encouraged and welcome to reach out to sergeants or the lieutenant to discuss opportunities. ➤Investigations CUPD Officers are encouraged to conduct their own routine investigations as they occur on campus. However, investigations that involve serious or violent crimes, should be turned over to the HPD and their investigation division. Sworn CUPD may participate in active criminal investigations or assist HPD Detectives in investigations that take place on CU property. ➤Arrests/Citations Arrests on CU property should be a last resort, especially when dealing with the student population. Maintaining the college atmosphere and integrity of that atmosphere is a top priority, alternate disciplinary measures should be explored when at all possible. Officers are encouraged to collaborate on creative disciplinary measures, however serious criminal acts or infractions may warrant the need for arrest (or citation). All arrests or citations will be required to be performed either by a sworn officer or an on duty HPD officer. Non-sworn officers may detain violators as needed until an appropriate officer can arrive. When processing arrests, or temporarily detaining subjects, there is a small holding cell located at the CUPD. ➤Corruption Much like their counterparts in the Hathian Police Department, the CUPD is known to enforce the rules, policies, and laws as they see fit. However, to provide for the college atmosphere, corruption should stray away from the overt brutality that exists in the greater CD areas, including the typical (and expected) level of brutality exhibited by the HPD when on duty.
