Generally these scenes happen between two groups. This does not apply to random street brawls where folks are acting as independents.

The point person/lead in a large scene only works if that person ACTUALLY communicates to the others in real time.

Thank you all for your insightful and helpful comments! I have been thinking this over long and hard and discussing with the team and I think we might have come up with a plan, which I will release in a new post.
It is a pleasure writing with a community with intelligence and respect, and I appreciate you all for contributing and keeping it civil.

This is a known bug. Nadir is working on fixing it. Please use the monthly gang update thread here on the forums to keep your gang updated.
