Lately, there have been issues brought to my attention about people being left in jail cells with any reports being written. Starting immediately, any officer who arrests a person must write a report or reports on such arrest no longer than 24 hours of the actual arrest. I believe 24 hours is more than enough time for an officer to obtain the information they need for a report. If a person who is arrested remains in jail past the 24 hour period, they will be deemed "released on recognizance" and will be able to walk out of the jail cell on their own without question. If a report is written, then the person must remain in jail for the length of time of the offense committed. If you are a person who has been held in a jail cell for more than 24 hours and a report was not written on you in the police blotter, you are to contact me via notecard or IM and your case will be closed with you being "released on recognizance" then you can leave the station on your own free will.

There has also been a issue of people being left in jail cells and being ignored by officers within the station. If I find any person being left in a jail cell completely ignored by any member of the HPD, that person will be deemed "released on recognizance" by my authority and that officer will be subject to disciplinary action by me. If you are a person who was put into a jail cell for any reason and left there without any roleplay for more than two hours, contact me via notecard or IM before leaving the jail cell.

However, this does not mean you are not going to face any jail time if you commit a crime. If everything is in order with the reports and the officer is roleplaying with the person arrested, then the jail time is fair game. If you have a lawyer and you want to work out some sort of release for your charcter, then you, the lawyer and the arresting officer should discuss it in private chat venues. I hope this is clear to everyone in the community for it has been and will be made clear to the members of the HPD. This policy will be enforced with ZERO TOLERANCE. Thank you and have a good day.
