A lot of people lately have been bringing up OOC complaints about the HPD giving "fake" charges to their characters, or charges that "aren't legit". Copied from the CD Police Department - Group Information Group Charter

Notoriously known as "the Den's largest gang", the HPD is feared by locals for their brutality and quick justice.

Servicing the city of Hathian, the department has long been steeped in corruption, with numerous ranking officers involved in bribery, drug-trafficking and murder.

We need people to remember that the HPD is corrupt. They don't follow the rules of Real Life police officers. They will give you fake charges. They will harass you for no reason. They will be 'cunt's and 'bastard's. They will decide what they want to address. They will tell you to piss off if they don't want to deal with whatever you're bringing to them.

The problem right now is that there is so much OOC complaining against the HPD officers RPing the way an HPD officer is expected to be that the officers are losing the desire to log in and play to handle your problems. The only thing the HPD needs OOC permission to do is to enter a PRIVATE scene as detailed in the HPD Rules and Regulations guide:

Consent

All Officers must establish consent before engaging others in roleplay, following the rules outlined below.

1. All Officers must first have OOC consent before entering a scene they are not involved in, unless it occurs in a public place.
2. Do not intervene in forced fantasy situations or scenes, without OOC consent first, unless it occurs in a public place.

A public place would constitute any part of Hathian that is NOT a privately rented parcel of land. As the HPD has regular foot patrols, it is always a possibility that an officer will happen upon a scene if it is not behind closed doors.

As it is presently, the maximum time a character can be FORCED to spend in the jail is 72 hours (3 days) real time. This, of course, is also able to be cut short by the use of bail to get the criminal back on the street as soon as the bail is paid. The amount of time the character spends in jail is entirely up to the player, of course, and can be longer than the specified 72 hours if you wish it to be more realistic.

There is also the new option of giving citations which, according to the guide written by Nadir, was created with the specific intention of harassing the citizens of Hathian, whether they are commiting a crime or not.

CITATIONS

Citations are another quick and easy way for officers to get/provide RP by filling out some simple fields and be a menace to citizens whether they abide the law or not. This is the perfect place for cops to write up bogus ‘tickets’ just because they feel like it. Make it as fun as possible, but do keep in mind that depending on the HPD atmosphere there may be “consequences” to writing a citation for someone being ‘Fugly’ (consequences will never result in the actual stripping of a badge).

This post is a request to the citizens of Hathian to remember that the HPD is corrupt. The HPD will believe that they are above the law. The HPD will throw their weight around. The players behind the officers aren't always as mean/abusive as the character might be. The players behind the officers don't deserve to have OOC complaints thrown at them every time they try to play a corrupt officer. This will inevitably result in the player no longer wanting to play an officer in order to avoid the OOC drama. This will cause the HPD roster to depleat and you will no longer have officers to respond to you 911 calls.

Please remember when you're calling 911, you are inviting the HPD officers into your scene and take the risk of accepting whatever corruption that particular officer might engage in, within the guidelines of the CD RP rules.

I hope this has helped to clear up any misunderstandings regarding how the HPD functions and what we can and can not do as "Hathian's Largest Gang".
