I have been bouncing this idea around and laying out the groundwork to implement it. Nadir has recommended I post it on the forums, so here you go. I would love to hear all comments and constructive criticism.

The Premise:
This is an organization. It's roots are buried deeply in secrecy. They deal in information. They are the flies in the wall around town and listen and watch. Whenever information is gathered it is sent via text to a prepaid cellphone where it is gathered, sorted and filed at a secretive location.

Who?
There are two tiers of this organization. There is an inner circle, the people controlling the information and maintain their personal database. These are the only members to truly know who any other members are or to have any deep information on the organization. The inner circle will be a diverse group of people from a variety of gangs, non gang members, police, etc. The goal is to keep it from becoming too slated towards any one gang or group within CD.

The other tier is the people recruited in. The inner circle will begin adding people in. New members will be given a prepaid cellphone that is preloaded with several numbers. The main number is to text information to. The other numbers are ICE numbers, if you will, emergency numbers or ways to contact the inner circle. When the inner circle induct people they do not give out who they are. They say they are simply a member and that they think the person is worthy of inclusion. In the end it will be hard to determine who all the people in this tier are, but they will also not be able to identify any other members aside from who inducted them, and who they induct. This makes it very hard to track down the inner circle or where the information is kept.

Why?
As stated, this is an organization. It will work in stages.

-Stage 1-
Collecting information, processing this information, organizing it so to develop a detailed database.
-Stage 2-
Deciding any uses the organization may have on a personal level for this information.
-Stage 3-
Once they have enough information to deal in they will find ways of making their presence become known and leave clues to another unlisted, prepaid phone that people can contact if they are interested in purchasing this information. The information can be bought to use against people, can be bought to protect people, there are many potential uses.

Potential Benefits
**This can drive interaction between characters. Once the organization starts bringing in more money there could even be monetary benefits that drive members to have more want to collect real information.
**This is a non-violent group. Because of how the tiers are set up it would be impossible to muster any true number of people to even want to start violence, and that isn't their goal anyways.
