I was curious about if there's a possibility of have guidelines/rules for business and faction proposals written up and posted anywhere. I've tried looking, and have not located any.

What I'm most interested in is a specific timeframe for how/when business proposals are accepted for un-lead businesses. It would also be helpful to have clarification about the actual selection process for proposals behind the scenes. For example, if two players propose for the same business: How is that determined? How is one proposal chosen over another?

I understand that it seems to be a first-come, first-serve type process currently. While that makes sense to me for filling businesses up quickly, it makes me wonder in what ways does it incentivize quality lead proposals?

These are just some thoughts, and constructive feedback! I've had some confusion about this very recently so I'd really appreciate if anyone can clear this up for me!
