RP Summary:
Firstly, Rikishi Kehani (Patman Ballinger) remains the only person on the 10 most wanted after a warrant was issued for his arrest on 30/09/09. Although the Rejects are to be questioned in relation to suspected involvement in theft of H1N1 vaccine and murder of delivery driver, as well as the kidnap and rape of Harvest Dezno, a member of the Bloods, who was questioned in relation to the same matter. Jaci Harper, Xantos of the FDH, as well as Senior Officers Rilley Dezno and Max Aiger, are also to be questioned in relation to the death of a police officer.

Those arrested in past two weeks have included Celestie Barrymore, Hadyn Bellic, Piper Rewell, Rabid Bedlam, Lissa Strom, Fou Fleischaker, Tanisha Foxdale, Piper Devalle and Raven Baldwin.

Meanwhile a suspect is wanted (the scarecrow killer), described as approximately 5"4, in athletic shape and known to wear a mask and gloves that have claws attached, after they have killed or attacked numerous victims. However, Officers are yet to recover any evidence at all, including not a single fingerprint, strand of hair or shred of DNA, that could possibly identify the attacker and so with no leads for the HPD to pursue, despite the repeated attacks, including on police officers, generally the case is being seen as going nowhere fast, with little chance of progress being made in the investigation.

In addition, another body was found in the cemetery with the limbs removed and stitched back up, but once again, the complete lack of any evidence at all, including any identification, means the HPD is not even able to establish who the victim was, let alone conduct any sort of investigation and would be difficult to pursue the case, especially as we can't even say if it is the same attacker, who murdered the other victims.

An HPD Officer was also killed by Senior Officer Max Aiger, who shot him in the head, after being shot himself and claims the Rejects had paid Officer Geroff Hienrich to do this and that he was corrupt, along with a member of the FDH and Senior Offficer Rilley Denzo , a member of the newly formed Anti Crime Team. Senior Officer Aiger is to be suspended indefinitely and demoted, as well as questioned. Jaci Harper is to be also questioned, as is Xantos, a member of the FDH, while Senior Officer RIlley Dezno is also to provide her full cooperation to the investigation.

Now to the theft of the swine flu/H1N1 vaccine, the advice from the CDC and medical authorities is that the H1N1 Influenza virus is widespread in Louisiana presently, although it is expected that only 0.4% of the infected population will require hospitalization and only face a 0.01% mortality rate, based on cases reported so far. Those most at risk include the young, elderly, frail or those already venerable to viral infections, such as pregnant women or patients receiving chemotherapy. The Department simply assumes the hospital will order replacements for the stocks that were lost, however, just to point out and correct any misconceptions, the vaccine wasn't recovered by the HPD, FDH or HGH etc and remains missing.

Detectives Jake Eizenberg and Paul Gome (Paulo Spicoli) are investigating the matter further, along with Sergeant Syd Vyper, who arrested Harvest Dezno and identified her as a member of the bloods, as well as Kendra Coakes. However, when questioned, Harvest blamed the Rejects, who now are also to be questioned.

Therefore, in the meantime, the HPD will be following the CDC guidelines for Correctional and Detention Facilities (available here: http://www.cdc.gov/h1n1flu/guidance/correctional_facilities.htm), including implementing the following polices (although I am unsure about what Juvie are doing):

  • Any visitor or staff member showing symptoms of the virus, will not be permitted to perform police duties or enter the police station or any detention facility, under any circumstances, for a period of 7 days, to prevent the further spread of the influenza amongst staff and other prisoners.
  • Any prisoner who is detained with symptoms of the virus, or that subsequently shows symptoms of the virus whilst in custody, will be held quarantined in an isolation cell, until such time as the symptoms have passed, to prevent the spread of the influenza amongst staff and other prisoners (including troubled teens, but excluding other kid roles, who can go to hospital instead).

The Anti Crime Team position have now also been filled and are now seeking informants and warrants for phone intercepts, as well as conducting regular surveillance to gather intelligence as part of an ongoing Racketeering Investigation, into recent gang activity. Recruitment:
Doors are open, same as always, although the numbers turning out for patrols has been rather disappointing. The Anti Crime Team has been announced as Lieutenants Ethan Morrisey and Kate Pera, Sergeants Syd Vyper and Hendrich Andel, along with Senior Officer Rilley Dezno. While the Detective role has been re-established, with Jake and Paul being the first two Officers to partner up and be promoted by the Captain to the position.

Gang Relations:

  • Aces: No real change, still behaving themselves. Rabid was arrested, but that is seen, as more a case of boys will be boys.
  • Bloods: Gang now identified to HPD, by red bandanna or material, worn on the upper arm or elsewhere on the body, while was possibly involved in theft of H1N1 vaccine and murder of delivery driver, although Harvest has blamed the Rejects when questioned. Conflict or rivlary between the two gangs is also now suspected.
  • Rejects: To be questioned in relation to suspected involvement in theft of H1N1 vaccine and murder of delivery driver, as well as kidnap and rape of Harvest Dezno, a member of the Bloods, who was questioned in relation to the same matter. While Jaci Harper is also wanted for questioning in relation to murder of a police officer. Conflict or rivalry between the two gangs is also now suspected.
  • Cerbs: Have been behaving themselves.
  • Wolves: Are not known to HPD.
  • Syndicate: Are not known to HPD.
