In real life, the police departments and the fire departments(NYPD and the FDNY for example) usually play each other in some games like football, boxing, rugby, etc. I was thinking of doing the same with the HPD and HGH. You know Get game uniforms made up, set up some vendors, get the college some action, blah blah blah. So let know your thoughts on this. Thanks!
