With someone proposing a Law Firm and CS currently without Lead [though hopefully not for long] I thought maybe it would be prudent to make a few suggestions.

Namely : Brake CS up into different sections. Yes currently the Bail Enforcement Agency has their own lead. But above them is the Director who is supposed to just look after everyone.

As a previous CS Lead I can say that is was tiring. I'd have probably stayed in longer if CS itself was broken up into sections. For example.

All City Lawyers have a boss to go to.
All City Social Workers have a boss to go to.
The Bail Enforcement already have a boss. In fact they have a few. So why not have the same for Social Workers and Lawyers.

There is a lot of back bone top keep standing up both for Lawyers and Social workers and having just -one- person divvying out cases for all of the above is and will be tiring for the next lead.

So, as in the real world and in all Government / City run places have different areas of expertise.

Head of Social Services - Looks after Foster Children, Foster Families, SNAP Cards and Payments [students/disabled/finding work types of people]

Head of Legal Services - Looks after Defence and prosecution Lawyers. Hands out Cases, oversee's cases. Can act as a judge if need be.

Head of BEA - Just keep doing what you're doing.

THEN Have a head of the whole department. the Director as it was that can 'govern' the whole place. However, if CS had three different sectors and three different leads there'd be little need for a playable Director as things would be much easier. Though it could still be useful IC to have someone all the leads can go to and be all -this is what's going on in lega/social/bea-.

Another change is the Civil Services building itself. It's not overly useable and doesn't have very many offices. The cubicles downstairs don't seem to be overly relevant to the type of work anyone at CS does. An update possibly?
