Descended from southern plantation family long associated with Louisiana, Billyray is the son of a Korean war veteran, former McCarthy era conservative district attorney and later, anti-civil rights judge. His mother an attractive, yet traditional fifties housewife, battered and beaten into submission. Growing up in Hathian hearing stories of his father jailing pot smoking hippies, Negros and civil right activists, Billyray managed to avoid the draft and attended state college, studying law like his father, then volunteered for the Marines upon graduation. Sent to Vietnam late in the war and serving as a adviser to the US Command, he was rumored to have been involved in planning and orchestration of numerous coups, corrupt and illegal actions within South Vietnam, although never saw any action, unless it was in the brothels of Saigon.

Moving back home after the war and taking up a position as a public prosecutor, saw him quickly earn a reputation of his own and was soon seen to be following in his father's footsteps, prosecuting anti war protesters, demanding harsh penalties and no tolerance for civil disorder and so called un-American activities. Later he continued to make a name for himself leading investigations into early pot and cocaine traffickers in the seventies and eighties, which saw him eventually rise to District Attorney. Made Judge in the nineties, his reputation held true, being seen as being harsh, but fair with criminals, while developing a close ties with the oil industry and Republican party.

Billyray married his college sweetheart in the early eighties, who quickly gave birth to a son, Billyjoe Breen. Before he was soon left to raise the boy alone, a widower and single father, after a suspicious car accident, in which his wife was killed in his own car, when it ran off the road and sank into the bayou. Later appointed as counsel to the former governor, the Judge has returned to the city he grew up in, to once again presides over the City of Hathian Court, passing judgment on all who pass before him. Often described as a drunk, arrogant, racist, sexist and republican, the Judge is normally seen smoking a pipe of tobacco, a habit picked up from his father.
