Some characters, like Rachell, have no potential of ever obtaining an Armed Citizens tag because it would require an extreme character break to spend as much time as is needed in jail to equalize the points.

She could always change careers, become a cop. That in and of itself would be a different (and yet very similar) character break. Rach's passion is medicine, and the very precept of HPD as described in the application shows it would not be the place for her.

What about evaluating those with Victim & Innocent tags (both simultaneously) on a case by case basis to receive Armed Citizen status? In order to obtain Victim, one has spent much time in HGH, and is more than likely an established roleplayer by the time this happens.

Understandably, the purpose of the Armed Citizen procedure is to ensure that one knows how to realistically carry out one's IC interactions, including combat. In the time it takes to reach the points in every category, there has probably been interaction with an admin or two, and any OOC drama/metagaming/powergaming would have been noticed.

It could be argued that Victims need to be armed moreso than your typical citizen. Obviously, they have magnets on their forehead for damage being done to them. The allowance for them to become armed citizens could also lead to RP that might not be possible - Accidental firing of weapons that lead to jail time, for example.

For some characters though, deviance and lawbreaking just isn't feasible. "Then what are they doing in Hathian?" Good question, LOL. They're the yin to the yang of the city, the good to counteract the bad.
