Since HCS isn’t big enough for support meetings like AA and NA, maybe there could be a room in the hospital that’s used for community purposes.
I support this 1000 percent. Chong is an awesome roleplayer with fabulous (and often funny) ideas. I also feel he’s a really talented leader, so whatever issues that should come up, he can course correct. The proposal is well thought out, and I think the gang is different enough that it isn’t a repeat of what others are doing.

They can be held in jail indefinitely, except when overcrowding makes that impossible. When jails are overcrowded, it becomes more of a triage situation. Hardcore criminals are stuck with no bail, etc. Those who have committed lesser crimes are more likely to get bonded out and/or get a plea deal.
