“Don’t do the crime if you can’t do the time.” If someone gets a long sentence then they can RP in prison or “opt out” and be in ‘solitary confinement’ for the remainder of their time and just not log in.

Would you also be in charge of water rescues? Since the Port has a lower tax base than the city you might need to have fundraisers (of various legality) to keep the department running.

More places to stash bodies!

It feels a bit upscale/gentrified/hipstered (yes, that can be a word) for Backwaters but would be a good “neutral” place for the factions of the city to meet with the local factions. Will there be a side business for the common folk of the Backwaters -will tobacco be the only thing sold there?

Will this mean someone could get transferred from the clinic to the main hospital for treatment or get sent to the other prison?

I really do like the focus on differentiating the BW climate from “the big city.” All you really need to dispose of bodies is a wood chipper and a hungry gator or two.  Rural corruption is a different breed (and often times more brutal) than the inner city.

By getaway you would offer a “vacation package” the would be inclusive to keep them there like a free meal or anything else to satiate any “appetite” your guests might have.
