The technology is faster, loads quicker. There are some badly made mesh items, that are highly detailed unnecessarily. However if you find the right people you can get mesh items. Whole buildings made for a fractions of the land impact cost.

A lot of props actually come with mod permissions, and with the textures included. So you can resized them and reduce the impact they have on sim and loading times.

The idea is solid. My only concern/suggestion would be, make sure the building is ENTICING. Have it look nice, not just a plain box of a building. Same goes for furniture and decor.

Just to add, The Red Queens do sell drugs. They’re also dealing in prostitution. This isn’t to berate you or, put you down but it just seams a little done. The current gangs already serve the purposes you’ve mentioned.
I like the idea that they wouldn’t let people know who they were straight up. But for me that’s all this proposal has going for it.
