This “high value targets” concept is what stood out for me specifically, seems good and interesting idea.
Short advise is;

You will receive notification from system about whom the case is assigned to. If you missed it, any cop can look it up for you — You can inquire IC or OOC.
It is advisable that you poke the detective assigned to case, if you do not hear anything. Players come and go, so unfortunately this is something that does happen.

Generally, if it’s an attachment such as bicycle, skateboard, etc that blends into setting, (wearable animal attachments excluded) and it won’t eat much simulators resources, you don’t need permit for it.

Back when I was active, Dani was also a medical student and I did this for years. Glad to see it’s being extended to other FDH players.
Outside chat range is absolutely minimum, however there needs to be enough distance created so casual observers cannot assume/mistake youth character being part of anything they shouldn’t be a part of. Sometimes this means leaving the building as well.
