Hathian's First: RAVE-IN-THE-DARK!

Ok! So... I've got this super cool idea, and-- as instructed by Nadir-- I'm posting it up here.
Four words: Main Street Rave Party!
Lately, Carly had been forcing herself to sit on the side-lines for a while, temporarily exchanging the gang-life for the opportunity to be a 'normal' civilian.
And so, comes the inspiration of a late-night, everyone-and-their-Mama's-invited, no-strings-attached RAVE PARTY in the heart of Hathian!
And what kind of street rave would this be if the event didn't have glow sticks?!
Anyway, this is generally how the story-line would go:
On one hot summer's day (even though it ain't even summer yet), Carly and co. will attempt to cut the power in some way, shape or form. Should they cut the power, some parts of Hathian will lose power. (not everywhere, since some people might not agree with roleplaying this out) I was thinking that, if this does all work out, that this block-rave party would generally be held beneath the bridge, and any areas around that area will of been affected by the electricity loss. (i.e. the bakery, TT...) In the process, places nearby might experience a spoil of produce and an inability to produce baked goods, but it'll all be worth it when there's a huge crowd with neon lights parading around town!
People will of found out by word-of-mouth, specifically if you're the street-civilian and get out a lot. People will know that our ring-leader is our favorite rebelling hammer-wielding woman. Otherwise, most people might notice due to the power-outage. Or maybe you'll notice the glow sticks laying in the middle of the street.
The rave party will be centered around being held beneath the bridge. The power-outage will be around this area, for the sole purpose of being able to see the glow sticks better! Glow sticks will be littered along the streets, and maybe some whiskey... there will be some street performances, and very loud music! (which might come from Carly's 2010 hot red Camaro *drools*, probably the most expensive thing that she owns)
Not only do I want to re-introduce a potential rise of the Bloods (who will resume as a 'new' gang under a set alias) but this story-line is designed to generally be an everyone-is-affiliated kind of thing. Of course, I'll steal the spotlight (I'm conceited!) and people will probably be angry about the lack of power, but the point is, everyone in the city can participate in various ways. I'm sure that people won't appreciate the lack of air conditioner if they live nearby, or maybe they'll come party their heads off in the streets and join the crowd! Most HPD will probably disapprove of the idea, and attempt to clear the streets. Who knows? Either way, it sounds exciting, huh?
