I have to agree with Timothy here, you can not force an arrest on a roleplayer if he or she doesn’t want to be arrested, that would be powergaming. A reason could be that the rp-er wants to increase his/her crime rate first and wants to be arrested at a later date, after having committed more crimes for whatever IC reasons.
