There does seem to be a huge weight on the name coast guard. Why does that have to be a military thing? I am really trying to understand where other posters are coming from. From what I understand, Lawyers actually do do, a LOT of investigative work. And for me this proposal sounds much like what Hathian Civil Services is/should be offering.

Have you considered working with the Lead of Hathian Civil Services in reviving that group and getting role play through there, rather than setting up a secondary legal service?
