I can’t speak for Lucas, but it does seem like some HPD officers overreact in certain situations. The police response should match the threat. You wouldn’t send a SWAT team to deal with a noise complaint, would you?

It’s a bit unfair to expect criminal characters to meet “real world” standards when most HPD officers behave in a manner more appropriate for a GTA game.
