Only feedback I can give, is that the no cops policy could hinder some potential roleplay. i.e. information sharing. It would also potentially, exclude some amazing rpers from the story.

I have been roleplaying with these players since they landed in Hathian and have no complaints. I absolutely love this idea. Could you also do something for the kids. For instance Graces daughter is learning guitar and can sing and it would be nice for her to have “performance” space. Perhaps work with the school and get concerts done or even provide artists for Prom or something. This has sooo much potential to affect all of the sim.
