Alright, we have had some trouble of late, but its time to move forward, get our act together and get on with the job of being the HPD.
First off, we will be reviewing the ranks, after the creation of the reserve's and the activity check. Although despite this, the group has continued to grow and we are now at record strength, with 107 members as of today. Changes could include promotions and perhaps a slight restructure or updates to call signs, depending on how things go. In the meantime, please dont ask or hassle the Lieutenants for promotions, it generally is counterproductive and promotions come when they are due, while there is an in-character system for requesting promotions, simply refer to the prerequisites listed for each role on the wiki.
Secondly, despite our record numbers, i think our activity is perhaps at a record low, with very few Officers out on patrol, arrests or investigations taking place, generally everyone has been slacking off. Criminals are walking around with weapons blatantly on display, without fear of the HPD and the consequences. Criminals are attacking cops and there is no backup to help them and worse still, the criminals are getting away with it. This is not good and we need to do something about it. I want to see everyone turning up and out in uniform, boots out on the street patrolling and criminals being hauled in. I will be organizing some operations and RP to encourage this, but if you want the HPD to be taken seriously, its up to you to do the same and play your part as well. Its no use, going out on patrol by yourself and taking a half dozen criminals at once, or even worse, sitting on your arse and doing nothing, complaining that the criminals are not afraid of the police.
Thirdly and perhaps most importantly, we need to stop the bickering and disagreements, instead start working together as a team and seriously get our act together. Yes this is role play and it is meant to be fun, but the police role isn't as free and far more restrictive than most, really you are typecast and already is a well defined role to begin with. However, CD isnt exactly like real life and being a police officer in CD is definitely not like real life, there is a right way and a wrong way to do things, which is really what everyone needs to learn. While the department suffers when we are all off doing our own things and not working together. Realize, whether you are corrupt or clean, you still have a common enemy in criminals and that if we worked together, with the numbers we have, our boots should echo throughout the streets and everyone in Hathian should be living in fear of the HPD...if you will excuse the Hitler moment. Even if you are clean and do not indulge in corruption, you would have to agree that its better to have the police out there, taking down the criminals and have them fearing us, despite the cops being dirty. Think of it as a necessary evil perhaps, when all else has failed, perhaps a little street justice is necessary, but we need to work together in order for all of us to achieve our aims and for the HPD to be taken seriously.
Fourthly, we need to start not only working together, but looking after each other. Please, dont message the Lieutenants just to say "Whats up?" or to ask for a promotion for the 50th time, because as the group has continued to grow, these sorts of things start to become an issue. Simply understand that there is three of us and many more of you and we have to do our best to try and keep everyone happy. The RP has slipped, not only the activity, but we have gotten lazy and frankly, tend to act like a bunch of bitches, more than people here to RP and enjoy themselves. So please, please and please once more, can we stop the complaining and actually start trying to help each other instead? If you see a problem, dont open up your IM box and complain to a Lt all about it, try to help the person instead and explain how things should be done. Likewise, lets not argue about things and realize, if someone is offering you advice, particularly someone of superior rank or who is more experienced, even if it is a reprimand, remember it is only a game and they are only trying to help. Likewise listen to the criminals, remember without them to RP with us, which they are happy to do, we would be sitting around twiddling our thumbs. Finally if there is a problem, dont see it as a negative, but something you can learn from and it is all these little mistakes that really are the lessons you need, in how to become a good police officer.
Fifthly, I'm starting a series of Anti-Crime operations, involving a larger than normal number of police, conducting patrols and gathering intelligence, targeting specific crimes. In our case, this will include weapons, narcotics, juveniles, prostitution and gangs. The series of operations will commence this week and continue on an ongoing basis, involving the use of surveillance, heavy patrols, stings, interrogation of suspects and finally raids, in order to first gather intelligence and then effectively target a specific type of crime that is currently unable to be otherwise effectively policed and has become a problem. These will offer avenues of RP for both clean and corrupt officers, mostly making use of heavy coordinated patrols, with additional mobile backup, to conduct sweeps throughout the city and target specific problem areas. If and that is a big if, these prove to be successful, we could look at perhaps making Anti Crime a permanent position within the department. (Think of it as cross between detective, patrol officer and swat, sort of a uniformed officer on steroids.) I will announce more details of the Anti-Crime operations shortly.
