Alright,
So you are probably aware there are many changes in the HPD and this will be the place to discuss or learn about these. Please note many of these are already taking place behind the scenes, with Kate, the Major, Nadir and I, along with the gang leaders and others, all organizing this and attempting to improve things for both the HPD and the entire CD community.

In case you are not aware, the main intent of all of these changes is to once again truly make the HPD the largest gang in CD, we are not here to work with the gangs, we are here to keep them in their place. We are letting you all off the leash and sending you out to kick ass, with recent orders reflecting that, so we simply ask that everyone help out, be cooperative and that we all work together in achieving this.

Also while we appreciate any feedback and all suggestions, being happy to discuss things, you however need to be aware, that unless you are one of the RP Group Managers, GMs or Owners, it isnt your place to making decisions regarding anyone else but yourself.

Amongst the changes that have taken place:

1. Major Joseph Rivanelli has been appointed to head the department and oversee the changes.
2. The applications have been removed from the OOC area and is now only possible to apply in the station.
3. Applications now are not even received unless you have been a member of the civilian group for at least 2 weeks.
4. The HPD is now the hardest group to apply and be accepted into, taking only experienced roleplayers.
5. We will be firing many people, including anyone who is inactive or who doesn't contribute.
6. Corruption now means still making an arrest and beating a suspect, going too far and not turning a blind eye.
7. There is no longer any deals or arrangements between HPD leadership and gangs.
8. You will all be getting really, really cool new uniforms next week, but yes ya gotta pay.
9. Special Details are being cut back or scrapped, until the other issues are addressed.

The changes that are taking place, slowly or in the future:

1. New officers guide explaining everything.
2. New legal system, with court cases, including a system for requesting warrants and filing charges etc.
3. You will be doing more paperwork, posting incident reports and following things up.
4. A stickied "Departmental Briefing" thread will be created and kept updated, allowing the leadership to brief you all of any changes IC and for all officers to post updates, notes or requests.
5. A stickied "Police Records" thread will be created and kept updated, listing each persons record with the HPD, along with details such as if they are a known gang member, wanted, on parole etc.
6. Stickied 'Gang Files' threads will be created and kept updated for each gang, where any and all reports and intelligence can be kept and referred to, in one place.
7. Scrapping CID, instead all officers, including detectives, will report to the same set of Sergeants and Lieutenants, whom will serve in uniform.
8. We are looking for a lot of Sergeants, who will be responsible for leading and organizing patrols and supervising the officers during scenes.

The changes that are being considered:

1. Detectives will be returned to uniformed patrol duties.
