It was not intentional for my post here to come across as whining, so I'd like to first put this across to those reading this. It's in no shape or form an attack and offense should not be drawn from anything said here, as it's merely opinion.
The Police Force Group has serious issues right now. Essentially, what I type here can be quoted and dissected to pieces and analyses and re-analysed, but there's some very basic problems that need to be highlighted and hopefully addressed if a neutral resolution can be found. Rather than simply dissent this, I've decided to offer some opinion on the matter in ways we can resolve it as well as whatever you fellow officers feel on the situation, in light or retrospect of what I type here.

** Police Officer Presence **
We all have real life to attend to. That's inevitably always going to take the strongest form of attention over all we do in and around our computers. There is an issue, however, that we, the few who are on relentlessly, are noticing. Over the last few weeks, there's been a massive decline in the presence of the H.P.D. officers. I was to understand that just recently, there was a huge intake and flux to push through H.P.D. applications for more officers, though just recently I am to understand that respectfully, Sarrah and other officers have quit Crack Den and others, Secondlife altogether.
For most of this week, I believe I've seen just one of our officers around consistantly. As far as IC goes, the lack of Police presence is sort of suffering on the City a little, if we look at the sudden spike in murders and whatnot, and through Out Of Character issues with the police, it looks like we, as an IC group, are losing control of the City.
What I Propose:-
1) Emphasize recruitment a little stronger on the Police-Side. Perhaps we can make a more attractive Police notecard in the entry area and make the Emergency Services in general more appealing to others. The Emergency Service Roleplay is absolutely critical to the sim in general, so I can't see why this could be seen as a negative.
2) We could plan IC open days, where Police could go to the University and other related sim areas for talks on recruiting people ICly into the Police Service to assist in our drastic number freefall.

** Police Promotion **
We've just recently had one or more officers quit the force for two reasons. The officer in the force has been a Rookie for nearly a month, without so much as a lid batted in approval to become an legit, full officer. The final straw in said officers lack of promotion, was when a seemingly new arrival was jumped up the ranks in hours of joining the force. There needs to be order in this. No-one likes being the bottom feeder for too long as they start to feel their efforts on the sim are wasted. No-one likes seeing inequality, as well.
With the leaving of current officers we're facing problems with leadership qualities, as will be explained later. Lack of IC leadership, often leads to a lack of OOC order when people are allowed to push the boundaries too much, sometimes.
What I propose
1) Perhaps the management of the Police can make an advanced version of the current officer rank list, including how long each officer has been in that one position. Naturally, officers who show alot more role dedication and time, should really have the opportunity to rise ranks quicker than someone on once a month. That's just plain common sense. This stops people being left in the dark.
2) As officers leave, other officers should be risen in ranks to fill their slots unless we want blackholes in our force's integrity.

** Police Leadership **
Perhaps, for me, one of the most important and yet controvertial points. We have an entirely inactive leadership in the Police force. Half our Sergeants are MIA and those above the Sergeants are completely, utterly absent. I've not seen a single one of them IC, and it could be argued that I am one of the most active Officers as of late. Admittedly, we're in the summer season and as noted above, people have jobs and as far as Nadir is concerned, it's his sim anyways so I've no place to pass comment there. But, the absolute lack of Sergeant [Some] and Lieutenant presence shows, on a whole, an absence of a leaderless army. No great events can be planned without such leadership. Promotions dry up. The Police roleplay on a whole, is devastated in a slow death with the body still breathing.
1) I propose unnecessary inactives could be reviewed. I'm sure most people would agree that if they aren't playing, then there's really no need for them to sit on a position that could really benefit the roleplay of the sim on a whole.
