Legal Recourse to HPD Officers

I know this post has been made a million and a half times. While I agree that Officers of the HPD given the mission statement given by Hendrich to be able to be corrupt and abusive IC with there legal authrotiy given by the county, I think there has to be some sort of system in place to when Officers are given some acknowledgement early on in there career that there can be repurcussion to there actions. Hendrich has put on the forums the Police manual, A resource to both the HPD Member and CD Lawyer. I say this because it outlines clearly how police are to behave Legally. Lawyers should be building cases on these officers IC when they do not adhere to Force application, Policing Conduct, or Investigation procedures.

My Issue is that while Hendrich has made it clear, if these case are brought to his attention, he will allow the RP to happen. There has to be something else when people have Legitimate points IC, and they get squashed due to the mission statement of the HPD. I would appreciate Clarification on this matter from Either HPD personel or Forum Administrators for the benefit of the community and myself as there is a imbalance of power currently.
