Due to recent offenses perpetrated against the HPD, and threats offered against the municipal workers of this city by the citizens of Hathian, there will be temporary adjustments to our normal strategic plan in order to ensure the safety of all. All of the citizens of Hathian enjoy our services, criminal or otherwise, but in this instance a gang has transgressed in a manner too extreme to ignore. It is clear that they do not properly appreciate the protections the HPD provides, and see us only as a foe. As such, they are to be reminded of those protections by being denied them.

A map has been distributed, and is on display in the bullpen, demonstrating the NO PATROL ZONE (NPZ). The HPD will be temporarily nonexistent in this area. There will be NO uniformed presence and NO patrols inside this area. As well, NO response to dispatch calls requesting help within this area. Outside of the NPZ, normal HPD activities continue, and all officers are expected to patrol and respond appropriately to crimes, ensuring the security of the city and continued safe operation of all municipal services.
