Desk Report: Ika Meiyo

I was standing outside the station when I smelled something and turned to see a box on the HPD stairs. I assumed it was a Halloween prank on the police, maybe a dead animal and so I went up the stairs to look inside. There I observed a severed hand and immediately called for police assistance but no one showed up. I waited for awhile and then got some gloves and and evidence bag and took the entire thing down to the freezer in the evidence locker.

There's no address on the box, it simply being left outside on the front step for someone to eventually find. There's an odd smell coming from it, something in between rancid meat and Uncle Burts fried chili. Either way, it stinks.
Once the package is opened, the smell gets worse, and it's obvious where the stench is coming. Inside is a very decomposed left hand that's missing it's ring finger, cut off from the arm at the wrist, the skin hanging off the bones, both slightly discoloured. Also inside the box, sitting beside the hand is a small pouch filled with gris-gris.
Inside the pouch is the missing ring finger.

FORENSIC & OTHER INFO:
Left hand, ring finger missing, found in gris-gris pouch
Asian female, aged mid 20s - mid 30s, bone structure suggests very petite
About one month old
No DNA evidence of criminal left behind (he always wears gloves)
Security Footage: If anyone views it, they'll see a large black man with a black hoodie and dark jeans, the hood, of course, would be pulled up and shadowing his face. He is fat.
