I've noticed an amazing lack of lighting around CD. Lamp posts, store front's etc, while a lot of them have glowy or full bright prims, very few actually offer any light during the evenings of CD.

I think,maybe. We should get some light up in places like the schools, as no doubt quite a bit's going to be done during night hours, plus brighter street lights at night.
