I had an idea that might increase RP for HGH and also keep an incentive for there to be staff there more often than not. These are just my suggestions and OFC there may not be things I have considered but am just putting them out there since others seemed to like the ideas.

The main idea is to introduce a communal style housing block for doctors and nurses/HGH staff. [Imagine a four story apartment block, each floor has 1 apartment, people can be room mates etc.]  This would provide RP---Grey's Anatomy style even for those who like that type--- for the HGH staff and ensure all kinds of RP for the hospital staff in terms of dynamics and RP at the hospital.

This housing would be OOCLY available to rent at a discounted price to provide an incentive to those RP-ing at the hospital who also have to deal with medical charts/etc.

ICLY this could be a story for the City Council. They could be involved in a scheme to provide cheaper housing for 'key' workers such as nurses/doctors/emts. I could see the housing being located by the hospital so as to ensure the flow of staff in/out of the hospital, maybe.
