An interloper into the city of Hathian, not a permanent resident nor a particular fan of the city, beyond it's appeal as the best place to make a profit. Lucy or "Captain" Morrisey, of the Dead End Police Department rose to infamy in what she now calls her home city, Dead End, by starting out in the police force as a lowly patrolwoman, a force for the good, even if her tactics were considered by most to be brutal at the least and downright illegal at best. She left the force for a couple of years after her life began to fall apart. Internal Affairs caught up with her and her brutal tactics and inhuman attitude towards suspects and criminals meant the IAD gave her a choice, stay in the force and face criminal action or take a 'holiday' she belatedly decided on the latter.

The holiday should have done her good but it was probably the worst thing she ever did. She did so much for the city, cleaned it up and left it in a better state than she found it and all she got for it was a small golden handshake and a "Thank you very much, now piss off". She left with her 'family' a string of misfits and lovers she'd collected but within months they'd all moved on, died or simply fell out of favour with Lucy. She began to stew over things, the last of her friends going, the friends that were the only thing keeping her urges and impulses in check, she had no one to protect her from herself and she eventually snapped. She turned from a saviour into a grabbing, needy, plotting and evil bitch, intent on making profit at any cost, be it money, the next hit, sex or simply getting one over people she didn't like. She became a fallen hero.

Two years passed and she returned to the city, the last of her inner warmth extinguished and any sense of good overwhelmed by her 'illnesses', the illness in her head, the nervous twitch that developed over time in the police force had become a permanent fixture and just the tip of the ice burg of her inner evil. She wanted back in the force but both the IAD, new chief and the City's Mayor put a block on it. Lucy hired in some old fr-enemies and created a terror group to plague the city. It wasn't long before the City was begging The old Captain back, her constructed group having taken up violent residence of the police station. She took her old rank back and with a simple stike of her shotgun's butt, took back the station and her old pedestal. Now, with the resignation of the Chief, Morrisey took her opportunity and filled plugged the power vacuum with her shapely behind and new cohort in Captain Ehrler. The force she runs now is as incompetent as it is corrupt but that's just how she likes it. The new Lucy sees only profit where she once saw the struggle for light over the dark.

Now with her position firmly cemented and unshakable she takes herself to Hathian, already making friends with her opposite number here in Captain Andel of the HPD as well as one of his very useful subordinates in Sarah Carlucci. She brings with her the proceeds of being the only person in full charge of the DEPD evidence locker and with the help of her new Hathian friends has the ways and means to spread drugs, weapons, alchohol and just about any other piece of contraband into somewhere she doesn't need to worry about cleaning up after the parties finished...
