So I am a Chapter 5 but today when I logged in to my surprise the armed citizen icon of my HUD was colored in, and when I clicked on it i got a pop up saying:

So .. hey maybe things changed might as well check, perhaps there is a void of psychotic hookers without firearms .. anyhow I craft up a nifty application (luckily saved off as i was expecting what happened) I fill out the form and am told not eligible to apply. A bit bummed out since of course, Hathian needs Jingjing running around with a loaded firearm, but actually more a bug report of sorts here.
