I'm putting this up to generate interest and RP.  I have recently bought and set up a block

of split level [two storey] apartments [six in all] in District 8 near HGH and FDH

which was based on this idea that I had awhile ago before a plot became available:

An article will feature the BlackHeart Lofts---in a story arc where the current/existing City

Council team up with HGH to release housing with cheaper rates for municipal workers

---although the apartments are available to rent for others too but with a focus on

FDH/HGH/PD/Civil Service municipality workers for RP purposes.]

I will unlock the rentals

once the article  is out but I just wanted to direct anybody  interested who want this type of

idea to flourish. My main focus is on generating RP and sustaining it at HGH/FDH/etc

and not commercial gain which is why the apartments are 250 pw with 90 prims available.
