First of all I hope you succeed in getting the MC up and running, I always support new MC gang because I think they can offer really fun RP!

As to why they have had a hard time establishing themselves in the past I believe someone explained it in another post but it centers mostly around vehicle permits. To rez a vehicle in CD you need a permit (which you pay for) and not all the people in the gang could afford one (or managed to get one for that matter as the number of permits on sim at a time are limited). And what is a MC without motorcycles? Most lost interest/gave up on those grounds I believe, but CD veterans might have more insight on that.
