Below is my proposal for the HPD Anti-Gang Unit. This was written from an IC standpoint so, It is pretty by the book. Of course members of the team will have many wonderful opportunities for corruption, and and to show that the PD is still the biggest gang in town 😈 ... So take a look, and lets hear what everyone thinks! Thanks!

Name: HPD Anti-Gang Unit (AGU)

MISSION STATEMENT:
To allow the HPD to maintain control of gang violence, and activities within the city to ensure a safe environment for all members of the community.

((OOC Note: This group, will both provide additional RP opportunity to many HPD players, this unit will also greatly increase the story lines and interactions between HPD and gangs, beyond the usual street fights and such.))

STAFFING:

1 AGU Sergeant (Unit Commander), 1 AGU Detective (2nd In Command),3 patrol Officers, 3 Detectives

STRUCTURE:

1 HPD Sergeant will run the unit with the assistance of 1 Detective. Both of these officers will be permanently detailed to the AGU. Their day to day duties will involve planning operations, gang database management, working with confidential informants, and serving as gang experts to the patrol & Investigations divisions. Any free time they have will be spent assisting the Investigations division on open cases.

3 Patrol Officers, and 3 additional Detectives will round out the team. These patrol officers/Detectives will receive advanced tactical and gang intelligence training. When an AGU operation begins, these 6 officers/Detectives will temporarily be taken from their standard duties and detailed to the AGU until completion of the operation.

CHAIN OF COMMAND:
The assigned Sergeant commands the unit, with the assigned Detective as his second in command. The unit sergeant will report directly to the HPD Captain. Of course AGU command staff will show the same respect, and subordination their rank requires when dealing with all other higher ranking officers.

QUALIFICATIONS:
The Sergeant, and Detective in charge will be picked directly by the Captain. Officers holding the rank of Senior Officer may be promoted to fill these positions.

Patrol Officers/Detectives wishing to become members of the AGU will meet the following criteria:
-Off of probationary status for at least 30 (RL) Days
-No disciplinary action involving suspension, or return to probationary status
-Is consistently on time for work, and makes arrests on a regular basis.
-Working knowledge of all active gangs in Hathian
-Ability to work with gang members effectively, without sacrificing professional integrity
-Strong report writing abilities.
-Team oriented attitude
-The AGU Sergeant, and Assigned Detective will select members through an application process with the final list being approved by the Captain.

SPECIFIC DUTIES:

Gang Database: The AGU will become responsible for maintaining and updating the HPD gang database. This provides information of both gangs as organizations, and individual gang members to the HPD to assist with enforcement, apprehension, and identification of threats.

Confidential Informant Programs: AGU Officers/Detectives will receive training on how to handle CI's in order to receive high quality actionable intelligence. ((OOC Note: This does not mean having undercover officers in gangs. This means gang members choosing to tell information about their own gang or rival gangs to the police, usually in exchange for leniency, or simply to get the PD to work on the competition for a while.))

Enforcement Operations: When enough actionable intelligence is gathered, or other circumstances demand, the AGU will conduct tactical operations to apprehend gang members, and otherwise disturb gang operations. AGU officers will receive specialized training in tactical situations, and only trained officers will be permitted to participate in these operations. ((OOC Note: Raids will be handled, and supervised very carefully to ensure there is no violation of RP rules, and only weapons approved by HPD command staff prior to the raid are used))

Patrol Operations: As is deemed necessary by the unit Sergeant, AGU members will conduct patrols of gang hot spots. The intent is to provide strong police presence in these areas, and have multiple team members together, at the ready should the opportunity for immediate tactical action arise. Small groups of AGU Officers on patrol will also allow civil contact with both community and gang members, which will both help with public relations, and intelligence gathering.
