Nadir requested that a more encompassing thread be made off of Henry's due to the amount of IMs he has receiving about the HPD units trying to form, including this one. The following is Henry's original post - sorry for ghetto-fying it!
Please share your thoughts and remain respectful towards one another. ALL parties who have been discussing units have gone through the proper channels and spoken to both Hendrich and Nadir and know that they are not to RP any more than the idea of it until things are further hashed out.
Per Hendrich and Nadir's instructions to propose new units on the forums for everyone to view, here is my proposal:
Disorder Control Unit
Structure
1 Sergeant,
1 Senior Officer
4 to 6 Officers
Officers are assigned by the captain.
The Disorder Control Unit (DCU) is a sub-unit subordinate to Patrol. Officers assigned to DCU are uniformed.
Its primary duty is General Patrol - Patrol, Presence, Response to calls. Officers requiring assistance are considered to be of the highest priority for DCU .
DCU's secondary duties are:
1. Riot/Crowd Control- presence at protests, festivals and civil disturbance suppression.
2. Raid Support- providing heavier arms and forced entry capability.
3. Special Corrections Duties- Forced Cell Extractions, and Cell block disturbance suppression.
4. Apprehension of Violent/Psychotic/Emotionally Disturbed Suspects
Officer Qualifications
1 Experience as a patrol officer- at least 75 RL days in CD
2. Advanced Proficiency with Firearms IC
3. Non-lethal certification
4 Tactical Skills appropriate for Duties. Basically good situational awareness, knows basics of close quarters combat- use of cover, "slicing the pie", hand to hand subduing.
5 (Optional) K-9 Skills- for building/area searches and crowd/riot control

Riot/tactical Helmet, PASGT type, with and without Lexan faceshield.
Gas Mask
Riot Shield & Baton
Medical Kit- optional
FNH-303 NL Launcher with OC, Indelible dye and Impact rounds.- For special situations
Firearms are only used with Captain's Approval. NO EXCEPTIONS!
Shotgun/carbine(Special Scenes ONLY, with Captain's approval)
Megaphone/bullhorn- for various siutuations.
Binoculars- for supervisors.
Additional Notes-
1. DCU is NOT a SWAT team. It is a first/immediate response unit. DCU will not handle hostage situations or other SWAT type operations.
2. DCU does NOT operate independently- it operates either supporting other units or supported by other units.
3. Only experienced officers will be in this unit. NO ROOKIES.
