Ground Floor- a lab/blood bank /phlebotomy/ other testing- urine samples, sputum, wound swabs etc – could be same room?
Morgue?
Pharmacy? -could make for break ins/robberies etc?
Triage / Intake room? maybe redundant
Security/police room? – Could be on second floor
Yes to the OR/general surgery/plastics down stairs and Scrub in room /Anesthetics
Second Floor – a psych eval room – chairs/desk/private office like
Supply room/Janitor
OB/GYN room / nursery combo ? And one room dedicated for patients that just gave birth? set with medical crib complete with partner sleep couch

Burn Unit maybe?
Nurses station /Admission
ICU room?
Rehab Room/Ortho/Occupational Therapy/physical the.
Diagnostic Imaging/Radiology/CT/MRI room
Third floor – Offices/conference rooms
Chaplaincy office?
Teaching Room/Education?
Social Worker office?
A sleep room for staff for long winded rps? maybe?
One or two Rooms dedicated to a regular family doctor/pcp/general practitioner to see patients with a wide variety/general non-hospital needs
Fourth Floor- Terrace / Break / Smoke / Sunny day sit down rest away from the stress OR helipad
