Most of the gangs also have businesses central to their role play which would be easy to “randomly” encounter them and start a scene. I believe you need both the property/business owner’s permission as well as admin/FDH approval. FDH will handle all the the fire and equipment rezzing for any approved fire events.

I think from this point on, if they both are approved for stage 2, their qualification for stage 3 is predicated on their activity level and other factors listed as requirements during this stage to be considered for a promotion.

Considering that the faction proposal is being posted now, that implies that the other faction you speak of quite possibly didn’t qualify yet in order to submit a proposal? At this point both proposed factions are only in stage 2 of the process and theoretically neither should qualify yet for the 5th spot in state 3.

From what I can tell there are at least a couple of jobs that have this issue because most of their RP happens out and about instead of by the hire sign. Pretty sure the fire department suffers from this as well.

Yeah, you don’t need to do anything other than be in range of the location so avoiding it completely will help in falling off the roster. Though I believe all business leads can mark people inactive which will remove them from the roster completely.
