I think this could be alleviated with a tiered system based upon the crime.   Busted with some drugs?  Bail immediately.   Busted for violent crime?  Wait out some time in jail..see what happens.   Busted for attacking a cop or gang violence?  No bail…you can serve your full time

I would question how you plan to keep burlesque dancers active since they seem to have hard enough time with that at the TT though? I could easily imagine attractive/classy cocktail waitresses.. but dancers never seem to stick around.
