List of desired changes/fixes into HPD system;

- Cap the maximum jailtime (counter) into 72 hours. Manual adjusting would still be possible for those who wish to have longer stay.

- Change report "editing" permissions so any officer is able to add notes into any case file.

- Remove "Close Case" option from Arrest Reports.

- Tweak report submission feature so that "submit" button is grayed out, unless least one suspect name has been added into report via drop box.

- Fix the "White Screen" after submitting the report. Likely symptom instead of cause, however neither cop nor criminal is receiving visible progress in their HUD's.  (Chapters, activity circle)

If there's time, some new alleged offenses could be added into system, such as...
* Attempted Homicide
* Human trafficking,
* Fraud / Tax evasion / Money laundering.
* Sexual exploitation.
* witness tampering
* tampering evidence
* blackmail
* aiding and abetting
* identity theft
* racketeering
* fencing stolen goods
* riot
* administrating drugs to victim
* Passing counterfeit notes or coins
* dealing in illegal firearms / without license.
* Impersonating Officer.
* Failure to pay citation/Bench Warrant (No charge for this yet bench warrants are pushed. Officers dont know what to charge them)
